Toolkits for all: the answer to the unemployment youth?
I am in the Earth Summit Rio+20 and yesterday I was able to attend a meeting in which ILO, UNEP, UNFPA and WB were present and the title of the panel was "Green jobs: a opportunity for youth" and I was very excited to be there but as soon as they start talking I change my mind.
Despite everyone agrees in youth is +-50% of the world population and that most of these are living in developing countries they appear to have proposals for another youth reality.
They are working in a toolkit proposal "to better understand the transition to a green economy" and they invited John, a young boy from Kenya, who presents their entrepreneur experience in his school and it was really interesting but no one goes further the toolkit proposal.
No one in the Panel talks about funding, follow up, monitoring results, etc. and if there were not enough, also the G77 in the formal negotiations are dealing with the concepts green jobs vs decent jobs, why we can go further and take both?

i can understand the reason you changed your mind perfectly.Just setting up proposals in a meeting can bring forth results.i live in Nigeria where millions of youths are currently unemployed and the number increases on a yearly basis,hence pushing some of these youths into the informal sector and also some of the youths engage in criminal activities against the law.If proposals are to be made for the betterment of jobs creations,there should be follow ups,discussing the funding of the proposal especially and monitoring/reviewing is also important as more meetings can be set up over certain period of time for its purpose.By this means there would surely be progress in the act. thank you.

In a former life, I was the Secretary for the UN Secretary General's Youth Employment Network. ( http://www.ilo.org/public/english/employment/yen/ ) One of the YEN's key means of action was to help young people contribute to the elaboration of National Action Plans on Youth Employment, which would then provide a mechanism for funding youth employment initiatives and for including these into national employment strategies and programmes. The hope of the Network was to provide a link between concrete youth initiatives and policy makers. The issues you raised of funding and follow-up are very important. I also encourage you to let you views be known to the ILO's Youth Employment and Green Jobs programmes. Here are the links:

Professor KK Pandey, 11 August 2012I would also like to share experience on a Government of Indias flagship programme on rural employment guarantee schem which largely covers youth.Known as Mahatma Gandhi National Rural Emploment Guarantee (MNREGS)scheme provides 100 days emploment to unemployed workforce in rural areas.
This scheme has a strong focus on green jobs.It includes
Revival of Water Bodies
Tree Plantation
Costruction of Tanks
Link roads with green development
In this regard ,the Government of India is also planning National Urban Livelihood Mission which may include similar initiatives for urban productivity.
